Why should money withdrawal require approval by anyone (except for
anti-fraud purposes).

Technically in a current account, one is allowed to walk in and
demand all of one's money immediately just as an overdraft can be
cancelled without notice. In cash.

Natwest has been like this for ages. £1000 or more requires a passport or
driving licence or equivalent. The whole lot is then taken away for about
twenty minutes. I came to the conclusion that the ridiculous amount of time
they made you wait was deliberate and intended to put you off visiting the
branch.
