Are there any Online Share dealing companies in the UK that have
multiple market exposure so you can buy shares pretty much anywhere in
the World on any market? If so, are there also any that have low
execution only fees and don't have costly monthly/annual account
charges?

Quite a few I believe. Have a look at Squaregain for a start.
