I understand there is a 16,000 savings limit on council tax benefit,
but is this per person or per couple? Also does it take account or is
there a limit on children's savings?

Contact your local council and they will tell you. Children do not pay
council tax by the way. I wouldn't try shifting your savings in to their
accounts!

It's per couple, children's savings are not included in this figure.
Not sure about the kids, in the good old days you did not receive the IS
allowance (not child benefit!) for children with over £3000 in savings.
Not sure if HB/CTB assessments do something similar.
