Do you know of craigslist? Is craigslist in your area?:


You might want to try a referral program with your current renters.
Give them a discount on their rent if they bring in new renters.

Many apartment complexes run move in specials that give the new renter
a discount on the first months rent or gives them a TV or the like for
moving.

The notice boards idea form Maren is a god one to. Some grocery stores
have these.

We used to advertise for a now defunct business on noticeboards.
You find them in colleges, stores, some restaurants, bus stops, to
name a few, some businesses have them too.
Determine for each one whether you can just post there or whether
you need somebody's permission. It won't do you any good if the
owner of the board takes your posting down just after you put it up.
Make sure that you use a method to affix these that the board allows.
Some boards are really doors or walls, don't staple into those. OTOH
cork boards don't hold things affixed with tape very well, at least
where
I am (average 130" rain/year, relative humidity above 70%).
At the bottom of the flyer include little 'tear-offs' with some basic
information and your phone number. The easier the tear-off comes off
without damaging the flyer the more likely it is for the flyer to
stay until all the tear-offs are gone.

And: utility poles are a no-no. And a lot of people object to flyers
under windshield wipers.
