Russians in London - tax policy

Reading about the UK tax policy on not taxing world wide earnings
is a major factor in the ruski takeover of London
Does this mean they pay in Russia and nothing here ?
What if they own a business here like Abromovich ?
Also , if theyre in a country that does tax world wide income how does that
work ?
any expert opinion welcome

They will almost certainly pay tax in Russia. Depends on russian tax rules
though. They pay tax on uk earnings here.

They are non-domiciled, so pay zero (UK) tax on overseas income as long

I don't think Chelsea will have to pay tax for a long time!
