Q: Medium Term Notes (MTN): "Fresh Cut", "Slightly Seasoned" and

Hi people, please help me out, I feel like a bloody lamer:

I am in the fixed income market since a certain time, but I wonder
what people mean with MTNs named "fresh cut", "slightly seasoned" and
"seasoned". MTNs with this property are offered with high discounts as
of 33% (of 100% nominal value) or something around 60%. Why are they
sold so cheap?

They seem to come direct from the issuer, but who would issue/sell a
bond with a - in my eyes - fair market price of 98% for 33% or equal?
What id the secret behind it? The issuing banks have S&P ratings of "A
+" and better. The bonds are plain vanilla and NOT STRUCTURED,
maturity 10y, 100% payable, 7.5% annual interest coupon..
