No. I also don't think trading is timing.

Depends. In the case below, yes. It would be based on an investors opinion
of short term market movements. If you turn 60 years old and want to
increase income investments 5% then I don't see that as timing but rather
perceived risk reduction.

Hmmm, intimidated. Interesting choice of words but how do you see it
applying in this instance?
Questions:
1. "I think stocks are somewhat overvalued". Are buy and holders concerned
with current value as they see it?
2. Do you think bonds are a good idea here?
