40% Vanguard Selected Value Fund
30% Vanguard International Explorer Fund or International Value
30% Vanguard Small Cap Growth Index

I'm not really happy with any of Vanguard's small cap choices but I think
this is an area which should be represented in your portfolio.

I would tend value on the small cap, but that breakdown looks good for a
28yo.

I prefer small value as well but Vanguard offering is the pits.

Vanguard Selected Value fund is a great choice. The only problem I
see is it requires a minimum $25,000, whether non-IRA or IRA. I'm I
reading that right or is there a way to still get in at a lower
amount?

If $25,000 is more than people can or would like to put into a single fund
then Vanguard
Strategic Equity Fund would be a good substitute.

OK on the Strategic Equity Fund alternative. I don't believe I
phrased my question correctly. I was looking at it from an IRA point
of view. If the most you can put into an IRA, $4000 in 2005 and $5000
in 2006, how would Vanguard accept your $4000 tender for the Selected
Value Fund when the minimum is $25,000? Not sure if I'm misreading
the info on their website but the only way I can see this happening is
if you move other funds in an IRA, traditional or Roth, totalling
$25,000 or greater.

You would have to exchange into it from other funds that had a value of
$25,000 or more.

OK, that's what I thought that's what would have to be done. I'm
surprised Vanguard doesn't lower the IRA limit to $5000 so new
contributions by individuals could be accepted. If they're worried
about people transfering from the fund in a short time, impose a fee,
even in the IRA.

In order to avoid paying the annual custodial fee you must maintain a
balance of $5,000 in the fund. They do have a 1% early redemption fee for
shares held less than 1 year. If your IRA is worth $25,000 you could sell
$20,000 of this fund and use the proceeds for other funds after 1 year to
avoid the fees.

Ah, OK. I knew that have that penalty on the High Yield Cororate Bond
Fund but I didn't read further down the page. It was funny when I
read the "minimum requirements" for the IRA in this fund as $25,000.
I was thinking, boy they raised the amount allowed to be contributed.
:) Anyhow, I see where I misread, as well as missed some stuff, on
the webpage.
