How do you value Planning Permission? (UK)

I'm relatively new to property. A friend of mine has an investment
opportunity where the return depends on the increase in value of a plot
of land as a result of obtaining planning permission to build up to 70
apartment units.
The numbers look good but how can I check whether his estimated
increase of the value of the land is correct - or even close.
