Will property prices be cheap now after the storm. People be able to
pick up some good deals and rebuild?

Not a bad idea, but the word "carpetbagger" comes to mind. I wouldn't want
to get shot down there.

then buy up in surrounding areas that were not affected by the
hurricane and you can rent out to the many many people who have had to
evacuate New Orleans. 1 million homeless will create rental properties
elsewhere, as well as tent-cities..aka Refugees.

is it really financial advantage or helping out financially? Someone
who is looking ahead to recovery and rebuilding. In other words,
improving their current situation.
