exempt and federally tax-deferred.
Though technically not tax shelters, one can invest in "tax managed" funds.
However, unlike an IRA or annuity, one cannot switch investments without
triggering a taxable event.
For example:
"We don't want taxable gains on our investments outside of our ... IRAs.

set up a trust in which you relinquish control of assets to someone
else. For example, suppose your wife is in a very low tax bracket
(low-paying job or no job). Just legally sign over your assets to her,
and file separate returns rather than a joint return from now on. Even
when taxable events are triggered, your wife will pay little tax because
of the low tax bracket she is in.
Of course, once you relinquish control of your assets to your wife, she
can do whatever she wants with them. So before taking this step,
carefully assess the present and likely future of your marriage. :-)

bond funds, annuities, or Cash value life insurance may be useful.
