Yes, maybe. See IRS FAQ, "Are there any restrictions on the things I can
invest my IRA in?"
Also, an IRA is not a "fund", any more than a brokerage account is a fund.
Think of an IRA as a bag that you pour assets in. Those assets can be
funds, they can be stocks, they can be cash, real estate, etc.

Do you mean a pink sheet stock? If so, technically the answer is yes.
However, it all depends upon who has your IRA and their rules. Mine is
at Price with a brokerage option and I've bought pink sheet stocks. Now
my 457 and 401 are with Citistreet and they will let me buy individual
stocks and bonds but not pink sheet stocks. feh. I just save the
pinkies for Price. And all of the pinks I've played with are precious
metal miners.

I mean a stock which has a symbol xyz.ob. It is not a pink sheet.
They apparently went through a bankruptcy and then moved manufacturing
to another Country
It's still the same answer. You can buy it IFF your custodian carries
it. Geez, I've got stocks from all over the globe in my accts -
brazil, korea, canada, australia. All stocks are legit in an IRA, but
you have to be able to buy it via your custodian and that can be a
problem with some of the foreign exchange listings. Check with your
custodian.
