TX mortage lenders sceptical of renovated home FMV?

renovation and resale. A family member (mortgage broker) in NC sent me
the following caveat:
The foreclosure buy, fix up and flip scenario is very common around
here, from a lenders' perspective in NC however, they are very hard to
get loans on for the prospective buyers (once you are ready to resale).
Lenders feel that the improved value is questionable and difficult to
establish. Most of the time don't want to lend dollar for dollar the
cost of your improvement. We have had so much fraud in that area of
Real Estate, appraisers, contractors, brokers, etc. coercing figures
and information to lenders, so the lenders are understandably cautious.
Does anyone have an experience where Austin, Texas lenders were
reluctant or unwilling to lend up to the improved value?
