Anyone know of a fund ETC or? that follows this index?

check www.ishares.com I think they have an emerging markets ETF that track
the MSCI index.

They have one that tracks the MSCI emerging market index but not the
MSCI EM Europe, Middle East, Africa (unless I'm blind)

According to the MSCI website, there is no "MSCI EM Europe, Middle East,
Africa" index.
If you read the fact sheet for EEM linked above I think you'll find that it
is invested in the countries you want.
The closest to your request would be the MSCI EM Europe & Middle East Index
and there is no ETF for that.
T Rowe Price offers a fund that covers that area but it's not an index fund.

Not to get in a pissing match but here's the index:



EEM is a global emerging market fund, I was looking for something more
specific.

I looked here:
Anyway, the end result is the same. No ETF for this index.
